Responsible Recruitment: A Policy Brief for Employers and Governments
This policy brief sets out the case for adopting the Employer Pays Principle and related responsible recruitment standards across labour migration corridors, drawing on patterns of recruitment fee abuse and contract substitution documented through ILSI's early casework. It is aimed at employers, recruitment agencies and government policymakers considering how to strengthen recruitment governance, and includes practical recommendations on due-diligence practice, contract transparency and worker-voice mechanisms that can be adopted without requiring new legislation in most jurisdictions.
